Abstract
The construction of dams and other hydraulic structures can be a source of tension and dispute between riparian states. International law attempts to dispel them through confidence-building measures, based in particular on the communication of information, participation in the various stages of decision-making and project implementation. Dams and hydraulic structures can also be designed and anchored within cooperative frameworks that enable benefits to be shared between stakeholders. The need to protect the environment is of paramount importance, both for dissipating tensions and for ensuring sustainable cooperation.
