Abstract
Before recently joining the Bill & Melinda Gates Foundation as Program Manager in the HIV team, Dr Paulin Basinga was Deputy Director in charge of Research at the School of Public Health of the National University of Rwanda in Kingali. His research focuses on impact evaluation and operational research in the following areas: HIV/AIDS, maternal and child health, tuberculosis, community-based health insurance systems, performance-based financing, health policy and planning. Over the past 10 years, he has taught at the Rwandan School of Public Health and, for the past 5 years, at the Institute of Tropical Medicine in Antwerp (Belgium), as a visiting professor. At the Rwanda School of Public Health, he worked closely with the Ministry of Health and various development actors to design, implement and evaluate the development of health interventions in Rwanda. He participated in a randomized controlled trial (RCT) that evaluated the impact of performance-based financing, as well as in the study of the impact of a community-based health insurance system in Rwanda. Paulin Basinga graduated from the Medical School of the National University of Rwanda and holds a PhD in International Health and Development from Tulane University, USA.
