Participatory democracy, according to Y. Sintomer, is an effort to set up a public discussion of the affairs of the city. He has shown that Habermas's theory of the public sphere opened up two avenues. The first is largely based on deliberative democracy (which consists in reinforcing democratic legitimacy through argumentation at all levels). The second has led to questions about the possibility of participatory democracy. Experiments in participatory democracy are numerous and diverse. Y. Sintomer has shown this by studying the uses of the drawing of lots, whose specificity is that it enables us to move from equality in decision-making (election) to equality in nomination.
