The aim of this lecture is to analyze the foundations and effects of breakthrough innovation. How can R&D policy be designed to generate breakthrough innovations ? Why are there more breakthrough innovations in the USA than in Europe ? How can we stimulate more radical green innovation to help solve climate change ? What are the effects of the AI revolution on growth and employment, and what policies can maximize the growth and employment potential of AI ? Is China becoming a leading innovator and, if so, to what extent is this development due to collaborations between Chinese and Western researchers - in particular Americans ? To what extent will Chinese research and innovation be affected by the US government's recent restrictions on US-China collaborations ?
