Abstract

The twenty-two administrative metropolises and the agglomerations surrounding major urban centers share a number of specific features in terms of both vulnerability and capacity for action. The density of their populations, facilities and activities makes them particularly vulnerable to climate and energy crises. Their concentration of wealth, jobs and the richest populations means they have a major responsibility to support the decarbonization of the French economy and society. More than any other territory, the resilience of metropolises in the face of climate and ecological challenges depends on their ability to transform themselves. Among the specific challenges of this transformation, we will illustrate :

  • the need to take account of major social and territorial inequalities
  • the ability of metropolises to remain liveable, lively and convivial
  • a preference for well-being over growth
  • their influence and power to facilitate cooperation in support of the ecological transition
