As observed above, the internationalization of law appears to be unpredictable and uncontrollable. From the traditional legal order identified with the nation-state, to the regional or global order under construction, the elaboration of an "ordered pluralism" is not limited to transposing normative processes to different levels. It calls for a return to politics in a broader sense. Refounding power requires a reassessment of the role of different actors (public, but also private: economic, civic and scientific).
