Summary

The latest conference systematically examines how the European Union could better defend and promote democracy. It explains why the destruction of democracy within member states is a greater threat to the Union than rather technocratic failures such as the euro crisis. The conference analyzes existing legal tools and proposes additional instruments, in particular the creation of what might be called " the Copenhagen Commission " (an institution similar to the Venice Commission). It will also offer a broader vision of the EU as a normative actor in a world characterized by a new conflict between democracies and autocracies.
